Stacked Concepts is not just a name; it is an approach to problem solving. Too often, transportation projects focus on the most pressing issue or the most prevalent user, even to the detriment of others. What if we could minimize the need for tradeoffs? A transportation project that addresses multiple issues is a Stacked Concept. A transportation project that benefits multiple user types is a Stacked Concept. A transportation project that creates non-transportation benefits is a Stacked Concept.

Jim does not go into a project with a solution in mind. He first aims to understand the issues then consider potential solutions. When those solutions can be fine-tuned to create synergistic benefits in a cost-effective manner, it provides greater value to his clients and their decision-making stakeholders.

Jim Stack brings experience in many types of transportation planning activities and has deep knowledge of transportation funding to support project implementation. He is very knowledgeable about state and federal transportation programs, past and present, and knows which are realistic and practical for each project type.
